Will the AFL act to stop teams protecting bottom spot?

The high number of lowly game winners makes me think that some clubs cling to bottom spot this year in particular because the next two years the best draft picks will be reserved for Gold Coast and West Sydney, and the rest of you will just have to moan and groan and bear it.
