I need help with a banquet disaster?

hey im 13 and i have an idea of wearing a high waist skirt to my school banquet with a top with pumps, do u guys think that will look good? but the disastrous part is that i dont know how to comb my hair my hair is chin length and it is relaxed but i dont want to let my hair down i want to do a style in my hair. any body can give me any ideas or tips on my hair and on my clothes because im not sure if ill be wearing that. plzz and thanks
