Is there a law restraining my school from sending everyone out at low temperatures like 0� to 15� Fahrenheit? ?

I live in Machusetts and they make us stay out in the morning for about 15 to 20 minutes and during our 10 minute "flex period" (it's just a shortened recess) at temperatures ranging from 0� to 15� Fahrenheit.
