Is the government manipulating us?

Is it possible for the government to have complete control over the media and push their agendas on us whenever we watch their television shows. When the swine flu was big, it seemed like every show was pushing for vaccinations. Was that just a coincidence, or is the government manipulating our ideas purposefully with television?
