Completing Durkheim's dilemma?

This is a tricky question to answer. The best way to get rid of religion is to wean people off of it gradually by making your society more secular. Take mandated prayer out of schools, have intellectuals discredit the validity of certain parts of religious books (bible, quran, etc) without discounting those religious books entirely immediately. Teach the Theory of Evolution in schools without any disclaimers. Preach equality and human rights (which go against the most extreme teachings in the bible and quran, and others). Over time, people will lose their religion, one generation after another, just like in Europe.
